• A graduate and professional program co-sponsored in partnership with St. Peter's College, Oxford �鶹����, with study at Oxford, England and Geneva, Switzerland. (Focused on global trade, E-Commerce and financial firms at Oxford, and the global trade institutions in Geneva (WTO, ITU, WIPO, UNCTAD). Corporate Practicum with a dozen U.K., U.S. affiliates, and European firms based in Greater London. (BT, Goldman Sachs, Morgan Stanley, DeutschBank, Credit Suisse.) The program included London Briefings (at Lloyds of London, Canary Wharf, among others. One of the largest and oldest overseas trade programs.

• Within five years this new program developed into one of the nation’s largest graduate international affairs programs (focusing on global trade, finance & technology) with over 800 students, 50 professorial lecturers, and over 50 specifically designed courses. A summer study program at Oxford �鶹���� was given annually in partnership with St. Peter’s College. The M.A. in International Transactions (MAIT) and post-graduate Specialization Certificates were awarded. Raised funds and gained state approval for the degree.

Your gubernatorial appointments by four Virginia governors and participation as a delegate in three gubernatorial trade missions to Asia evidence your broadly recognized expertise and professionalism in the fields of international law and international trade. This is further evidenced by your law degree and Ph.D. from two outstanding universities (Cornell Law School and the �鶹���� of Pennsylvania) and further study at Oxford �鶹����.

I note that George Mason �鶹���� recognized you with the title of Distinguished Service Professor of Law and International Trade, with the Distinguished Faculty Member of the Year Award, and the Virginia State Bar awarded you the Hardy Cross Dillard Award for international service. I also note that during your tenure on the Board of VEDP, Virginia was ranked twice by CNBC as the "Top State for Business."

I've always appreciated your discussion of complicated legal, economic, and policy issues concerning trade promotion and foreign investment I particularly appreciated your perspectives on state economic development incentives and the role public universities can play in the economic development in our Commonwealth.
