After a successful yard sale, they might hope to have some extra pocket money.</span></p> <p class="MsoNormal"><span class="intro-text">Selling or redistributing surplus items from a public university is a bit more complicated, but the payoff is worth it. Since the arrival of Steve Pulis, purchasing manager in Facilities and Campus Operations, George Mason 鶹 has earned more than $1 million in surplus property sales—including furniture, equipment, and more. </span></p> <hr /><figure role="group" class="align-right"><div> <div class="field field--name-image field--type-image field--label-hidden field__item"> <img src="/sites/g/files/yyqcgq291/files/styles/medium/public/2025-02/img_6092_surplus_furniture.jpg?itok=BD4Mzqu1" width="560" height="373" alt="Furniture is loaded onto a truck from a campus residence hall" loading="lazy" /></div> </div> <figcaption>In 2023 and 2024, Pulis partnered with Housing and Residence Life to transfer used residence hall furniture to Virginia State 鶹. Photo by Facilities and Campus Operations</figcaption></figure><p class="MsoNormal">Pulis started working at George Mason in 2017 and has helped the university add money to its general fund by effectively managing the commonwealth’s surplus sales process. </p> <h5><span>We are careful stewards</span></h5> <p class="MsoNormal"><span>Pulis earned a Silver Impact Award from his department for his efforts to partner with units inside and outside the university to increase the amount of surplus property sold, donated, or otherwise diverted from the waste stream. </span></p> <p class="MsoNormal"><span>As a result, George Mason is now ranked at number 7 among higher education state agencies for total surplus sales in the Commonwealth of Virginia through GovDeals.</span></p> <h5><span>Shopping for “free”</span></h5> <p class="MsoNormal"><span>Commonwealth agencies must follow strict procedures when it comes to the reallocation of surplus property. When offices and departments at George Mason no longer need equipment, furniture, or other supplies, those items are declared as “surplus.”</span></p> <p class="MsoNormal"><span>Staff from Central Receiving, part of Facilities Management, pick up the unneeded items and store them in the warehouse on the Fairfax Campus. Surplus items are made available to internal departments and other state agencies for free. Pulis is often contacted by university departments and state agencies seeking specialized items.</span></p> <p class="MsoNormal"><span>“In some cases, I do reach out directly to other state agencies to see if there is an interest to transfer the items from George Mason to the agency,” Pulis said.</span></p> <figure role="group" class="align-left"><div> <div class="field field--name-image field--type-image field--label-hidden field__item"> <img src="/sites/g/files/yyqcgq291/files/styles/small_content_image/public/2025-02/pulis_steven-2188-finalpp.jpg?itok=FLCRJZCu" width="233" height="350" alt="Head shot of Steve Pulis" loading="lazy" /></div> </div> <figcaption>Steve Pulis, purchasing manager, Facilities and Campus Operations. Photo provided</figcaption></figure><h5><span>Going once, going twice . . . </span></h5> <p class="MsoNormal"><span>Surplus property may be sold at auction through the GovDeals website, and this is where the earning really happens. Pulis examines the resale market to determine whether an item will sell at auction.</span></p> <p class="MsoNormal"><span>The sale of surplus state property through auction or direct sales sends money back into the university’s general fund. </span></p> <p class="MsoNormal"><span>“Steve has increased the amount of university surplus sold through GovDeals by roughly $69,000 a year,” said Kat Sirotin, director of purchasing and fiscal services in Facilities and Campus Operations. “Initiatives like this help infuse funding back into the university’s general fund while also supporting our sustainability goals by diverting used equipment and furniture from the waste stream.” </span></p> <h5><span>Giving items a new life </span></h5> <p class="MsoNormal"><span>Decommissioned spaces are one source of surplus property. Upon the closure of the university’s instructional site in Loudoun, and the former library space in the Johnson Center, university staff planned for the repurposing or sale of surplus items. </span></p> <p class="MsoNormal"><span>Another recent surplus sale? Extra personal protective equipment (PPE) purchased during the COVID pandemic, such as disinfectant wipes, masks, and wipe dispensers. Items not sold on GovDeals were donated to Serving Each Other, a nonprofit organization that distributed items to clinics, assisted living facilities, and to support hurricane relief in North Carolina after the devastation of Hurricane Helene. </span></p> <p class="MsoNormal"><span>Surplus property also results from regular upkeep and replacement of furniture and equipment. In 2023 and 2024, Pulis partnered with Housing and Residence Life to </span><a href="/news/2023-08/giving-surplus-furniture-new-life-another-state-university"><span>transfer used residence hall furniture to Virginia State 鶹</span></a><span>, an HBCU near Petersburg, Virginia.</span></p> <h5><span>Going where help is needed</span></h5> <p class="MsoNormal"><span>When students move out of their residence halls, the </span><a href="https://green.gmu.edu/patriot-pack-out-ppo/"><span>Patriot Packout</span></a><span> offers an easy way for them to donate unwanted items, instead of tossing them into the trash. Through Pulis’ efforts, some of those unwanted items are sold on GovDeals, transferred to other state agencies, or donated to nonprofit organizations.</span></p> <p class="MsoNormal"><span>In accordance with state policies and procedures, Pulis helped redirect clothing, furniture, and household items from the Patriot Packout to Serving Each Other, which directed the items to displaced individuals impacted by a fire at a housing development in southeast Washington, D.C.</span></p> <h5><span>Repurposing for a purpose</span></h5> <p class="MsoNormal"><span>After receiving a request to remove furniture from Fenwick Library’s A Wing, Pulis came up with a creative way to repurpose the items. He collaborated with the City of Fairfax Fire Department and asked if they could use the furniture for their training exercises. The answer? “Yes.”</span></p> <p class="MsoNormal"><span>Sometimes, surplus property gets to take a heroic turn in its second life.</span></p> </div> </div> </div> </div> <div class="layout__region This transfer is classified as ‘re-use,’ and I am always looking to divert anything from a landfill,” said Steven Pulis, purchasing manager with Mason Facilities. “Finding a way to transfer the property from one [state] agency to another is a viable solution and a ‘win-win’ for both universities.” </span></span></span></span></span></span></p> <p><span><span><span><span><span><span>Following the university’s core value of careful stewardship, Mason staff arranged for the responsible re-use of the surplus property. Kevin Brim, recycle/waste supervisor with Facilities, took the initiative to contact other state universities, asking if the furniture could be used elsewhere. It makes it easier for our move-in volunteers—the Move Crew—to help you bring things up to your room. Please read the Mason Housing move-in <strong><a href="https://housing.gmu.edu/what-bring">packing list</a></strong> so that you are familiar with what to bring and what to leave behind. Clorox wipes, paper towels, hand soap, anything you need right off—make sure this is packed at the top of your list. To help George Mason 鶹 students find community and boost their on-campus experience, Housing and Residence Life created <a href="https://housing.gmu.edu/learning-communities">Learning Communities</a> (LC), where students with common interests live and learn together during the academic year. </span></span></p> <p><span><span><a href="https://schar.gmu.edu/why-study-here/student-experience/learning-communities/first-year-academic-community">Democracy Lab</a> is one of the newest LCs. More than 60 freshmen from the <a href="https://schar.gmu.edu/">Schar School of Policy and Government</a> are enrolled for its inaugural year.</span></span></p> <figure role="group" class="align-left"><div> <div class="field field--name-image field--type-image field--label-hidden field__item"> <img src="/sites/g/files/yyqcgq291/files/2021-10/210830800.jpg" width="300" height="378" alt="Peter Mandaville" loading="lazy" /></div> </div> <figcaption>Peter Mandaville. Photo by Shelby Burgess/Strategic Communications</figcaption></figure><p><span><span>“[LCs] allow students to immediately have a network of peers and friends with common interests that can help them to feel a greater source of community,” said <a href="https://schar.gmu.edu/profiles/pmandavi">Peter Mandaville</a>, Democracy Lab’s faculty director. “In some aspects, it makes a large university have the feel of a small liberal arts college.”</span></span></p> <p><span><span>Mandaville said the lab’s name comes from the idea that democracy in America continues to be an ongoing experiment. </span></span></p> <p><span><span>“Democracy is facing a whole set of challenges that we, as a nation, need to work through,” he said, mentioning issues like the effects of misinformation and social media, racism, socioeconomic inequality and political polarization. “This is a space where students can explore and talk about those issues.” </span></span></p> <p><span><span>Democracy Lab students are enrolled in an Introduction to Democracy course. While the lab’s activities don’t formally follow the syllabus, students explore how larger philosophical questions discussed in the classroom relate to real-world challenges. </span></span></p> <p><span><span>“Being in an LC with other people who share the same interests, goals and passions that I do has helped me grow as a person,” said Aarush Sivaram Jambunathan, a freshman studying <a href="https://schar.gmu.edu/programs/undergraduate/major-government-and-international-politics">government and international politics</a>. “Everyone has a wide variety of viewpoints, but is respectful of [differing] views, and I truly feel the connections I’ve made here will last for the rest of my life.”</span></span></p> <p><span><span>The experience can be transformational, said Gretchen Curry, the Schar School’s undergraduate programs manager <span>and Democracy Lab co-coordinator</span><span>.</span></span></span></p> <p><span><span>“[LCs] allow students to have that one-on-one with faculty and staff, but also develop students’ personal interests,” she said. “Students enhance their academic experience, and grow as humans in the process.”</span></span></p> <p><span><span>The lab’s fall semester focuses on major issues and debates, Mandaville said, while the spring semester shifts to what can be done about those issues and project-oriented work. </span></span></p> <p><span><span>Students also hear from high-profile guests in the Washington, D.C., area and distinguished faculty.</span></span></p> <p><span><span>The group’s inaugural event took place in August, with <a href="https://president.gmu.edu/">Mason President Gregory Washington</a> speaking about how anti-racism and inclusive excellence are integral to democracy.</span></span></p> <p><span><span>The lab connects students to opportunities.</span></span></p> <p><span><span>“We want to help [students] get a better sense of the wide range of resources and expertise present in our faculty, and help them feel like they’re citizens of the school,” Mandaville said, mentioning the Schar School’s 90 full-time faculty. </span></span></p> <p><span><span>Curry said the role of LCs is especially important in 2021.</span></span></p> <p><span><span>“We’re offering this intentional experience for students when they’re coming off of a year and a half of a pandemic,” she said. “I’m hopeful and excited this is going to be an opportunity for them to really connect with each other and feel they have a place personally and professionally.”</span></span></p> <figure role="group" class="align-left"><div> <div class="field field--name-image field--type-image field--label-hidden field__item"> <img src="/sites/g/files/yyqcgq291/files/2021-10/210830806_0.jpg" width="725" height="483" alt="Mason President Gregory Washington speaks to freshmen from the Schar School's new learning community, Democracy Lab, about how anti-racism and inclusive excellence relate to the broader challenge of democracy in America. Her coworkers also praise her drive and leadership skills.</span></span></p> <p> </p> <p><span><span>“In all her work, Aysha keeps her eye on excellence,” said Devon Janes, assistant director of residential academic engagement. “Her incredible leadership, student-centered focus and innovative approach to change make her an excellent Mason employee.”</span></span></p> <p> </p> <p><span><span>Born and raised in Northern Virginia, Puhl graduated from the 鶹 of Pittsburgh and earned a master’s degree in higher education administration from the 鶹 of Maryland. She’s worked at Mason for 13 years, switching jobs until she landed at <a href="https://www2.gmu.edu/safe-return-campus/repopulation-campus/housing-and-residence-life">Housing and Residence Life.</a> </span></span></p> <p> </p> <p><span><span>“I like to know that I am having a significant impact on the student experience,” Puhl said. “Working in this job, we see students at their best and sometimes at their most vulnerable, so it means a lot to me that we are able to create trust, help them and provide them with a positive residential experience.”</span></span></p> <p> </p> <p><span><span>Puhl’s job entails ensuring that residential students have opportunities to grow and challenge themselves. Puhl has helped develop and strengthen Mason’s <a href="https://catalog.gmu.edu/student-services/living-learning-communities/">Living Learning Communities</a> model in which students take a class together and live in the same residential hall. In addition to common coursework, students have activities together. With the pandemic, the program had to reinvent itself and move to a virtual platform and welcome nonresidential students. </span></span></p> <p> </p> <p><span><span>“She continuously surrounds herself with folks from different backgrounds, perspectives and expertise and welcomes them to spaces to support her team’s work,” said Christian Rafael, assistant director for staff development, engagement, and on-boarding. “Aysha takes time to create buy-in, to understand the needs of others, and it is because of that, we have been successful.”</span></span></p> <p> </p> <p><span><span><strong>How she got to Mason: </strong></span></span></p> <p> </p> <p><span><span>I’m from the Northern Virginia area. After my mother died, it became really important to me to come home and be with my father and the rest of my family. I started looking for jobs in Northern Virginia, and so it made sense for me to look at Mason. While I’ve changed jobs over the years within the university, Mason is my home.</span></span></p> <p> </p> <p><span><span><strong>Best day on the job:</strong></span></span></p> <p> </p> <p><span><span>The first day of the academic year is one of my favorite days every year. I miss the students in the summer, and I love the energy when they come back, so full of possibilities. </span></span></p> <p> </p> <p><span><span><strong>What she likes best about working at Mason:</strong></span></span></p> <p> </p> <p><span><span>The culture of innovation and the diversity of the students. The culture of innovation means if I go to a supervisor or a colleague and say, “Let’s try something new,” the answer is, “Let’s try it.” I also like that the students come from diverse backgrounds, and many of them are first-generation students. I can make a difference in their success in life.</span></span></p> <p> </p> <p><span><span><strong>What she does when not working:</strong></span></span></p> <p> </p> <p><span><span>I spend time with my family, taking my kids to soccer practice and dance. I love to cook. I cook a lot of Cuban and Puerto Rican dishes because they remind me of my family and my heritage. I also love home décor, so will just completely turn over a room in our house when I feel like it needs a refresh.
